Patterns of cooperation of MENA countries with the European Union and its member states

The cooperation on security issues between the European Union and the Middle East and North African (MENA) countries is a highly fragmented and low intensity type of cooperation. Reflecting a rather broad definition of security as espoused by the EU and its member states, cooperation ranges, inter alia, from military missions and counter-terrorism to measures against organized crime, irregular migration, human trafficking, and money laundering. EU-MENA security cooperation can be divided into three major fields: 1) Military and police cooperation; 2) Functional cooperation with EU specialised agencies, such as EUROPOL and FRONTEX; and 3) Technical assistance carried out largely, but not entirely, within the framework of the European Neighbourhood Policy (ENP).[read more]
